Performs a variety of unskilled or semiskilled maintenance work and operates a variety of tools and equipment in operations of repair for the maintenance of City water, sewer, street, parks and facilities.  Work may be performed with independence after routine is learned.   SUPERVISION RECEIVED   Works under the supervision of the Public Works Director.   EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES   Essential duties and responsibilities include the following, but are not limited to:   1.       Assist the Public Works Director in repairs of booster pumping stations, reservoir, meters, streets, drainage systems, and sewer system at frequent intervals to ensure that all aspects of the systems are functioning properly.  Determines the locations of water, and sewer lines from the appropriate sources prior to excavation. Reads and records water meters as required. Responds to complaints regarding water leaks, pressure loss, or no water; evaluates situation; explains findings to supervisor when not present. Contact’s residents and business owners in area where services will be discontinued and explains when services will be shut off and how soon it will be turned back on. Performs required labor involved in construction and maintenance projects, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling piping.  Cuts, fits, lays, repairs, taps, cleans, and flushes water mains, pipe, gates and fittings on repair of mains and services and installation of services and fire hydrants; assists in shutting off broken sections of water mains.    2.       Prepares soil for planting and plants, fertilizes, trims and prunes shrubs, trees, lawns and flowers; applies pesticides; cleans and maintains park structures including restrooms, picnic areas, playground equipment; collects and hauls trash and garbage; clears weeds and brush; digs trenches; mows, rakes and edges lawns; cleans oils and sharpens clippers, mowers and other equipment.   3.       Paints or stains structures, benches, tables, signs, trash cans, barricades and fences; cleans up work areas; installs sprinkler heads and timers; performs rough carpentry; operates chain saws and other power and hand tools; operates light equipment such as tractors and riding mowers; installs and makes major repairs to sprinkler, irrigation and water systems using various type materials, sprinkler heads and time clocks; performs maintenance and repair work on park structures and equipment using skills in the crafts of carpentry, masonry, plumbing, electrical work, small equipment repair and welding.  Operates trucks loading, hauling, and unloading of various equipment, gravel and sand.    Other important duties and responsibilities   1.       Performs all duties in conformance to appropriate safety and security standards.   2.       Respond to and resolve difficult and sensitive citizen inquiries and complaints.   3.        All public works employees are required to be on call every other week.   4.        Perform other duties as assigned      QUALIFICATIONS   Knowledge of:   Equipment maintenance, Ground’s maintenance, irrigation.     Ability to:   ·         Abilities required of all positions, as trainee and level I. ·         Perform heavy manual labor which entails frequent lifting and carrying of heavy/bulky items such as construction materials, bags of cement, jack hammers, picnic tables, pesticide sprayers, backpack blowers, and full garbage cans which weigh up to 75 pounds. ·         Operate and use hand and power tools. ·         Perform a variety of semi-skilled tasks, which require manual dexterity such as dismantling and repairing sprinkler heads. ·         Follow written and oral instructions. ·         Read tape measure. ·         Maintain accurate records. ·         Interact effectively with others. ·         Perform a variety of semi-skilled and unskilled tasks in the construction, maintenance, and repair of park facilities, grounds and equipment. ·         Read and interpret written reports and directions. ·         Perform preventive maintenance and minor repairs to power tools and vehicles.                         Desired Minimum Qualifications and Training Guidelines   Education:   Graduation from high school education or GED equivalent.   Experience:   1-3 years of experience in grounds maintenance, public works operations, construction or a related field. Any equivalent combination of education and experience.               Residency Requirement   Must establish permanent residence within 30 driving minutes of the City of Echo, Oregon.   License or Certificate   Possession of, or ability to obtain, an appropriate, valid driver's license. Possession of, or ability to obtain within 12 months of hire Water Systems, Operator level 1.                Possession of, or ability to obtain within 18 months of hire Wastewater Collections level 1.                          Possession of, or ability to obtain within 1 year of hire Herbicide applicators license     WORKING CONDITIONS   Environmental Conditions:   The Work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
