Echo has a long rich history in the region and is centrally located for easy access to Pendleton, Hermiston, and the Tri Cities just over the Columbia River. There are a variety of opportunities for jobs, recreation, and new housing coming online monthly in the area. If rural life isn’t your thing, Pendleton and Hermiston offer a larger city feeling with nighttime activities throughout the year. Pendleton is famous for the Pendleton Roundup and Whiskey Fest each year which draws thousands of people from all over to our region.

The City of Echo has recently added 132 acres of industrial and commercial land that will bring jobs and commerce back to Echo. Businesses are already looking at buying land to build on and in a few short years we may not be just a bedroom community with a golf course.  

Essential Responsibilities

This position provides superior guest and community relations by creating a positive atmosphere that will encourage member retention, expansion, and attainment of future operational goals. The position is expected to deliver attention and responsiveness to guests, community members and customer’s needs and concerns. Ensure the highest quality experience possible, promoting a sense of community and lifestyle that will offer value and satisfaction to everyone, as well as providing customer access to local businesses and our historic downtown.

Position Summary:

The Operations Manager is responsible for managing all aspects of the golf course and club house including its activities and relationships between the members, guests, employees, community, other city departments, local businesses, and school district.

In coordination with the City Administrator plan and direct standards that exceed the marketplace. Develops operating policies and procedures that are in line with city policy and the golfing industry and gains approval from the city council. Works with the City Administrator in development of the annual operating budget, monitors the quality of the products and services, ensures maximum guest and community satisfaction. Secures and protects the city golf course assets, including facilities and equipment. This position will manage the club house operations, ground maintenance, golfing operations and all marketing for the golf course.

Essential Job Functions

  • Supervise golf club house operations which includes snack bar sales, merchandise sales, and guest services. Oversee ground maintenance, irrigation and will also be expected to physically do all aspects of the golf course maintenance and operations during the winter months.
  • This position is a working manager/ pro and will be expected to not only supervise and manage all aspects of the golf course but also do them as well when needed.
  • Train all team members in the club house operations to provide outstanding customer service. Highly trained staff will help increase service levels in all facets including greetings, presentation, and aspects of anticipating guest needs.
  • Train and assist maintenance staff on golf course mowing, irrigating and all aspects of turf management. Seek assistance from subject matter experts if needed to make sure the course is properly maintained and fertilized.
  • Plan and oversee all tournaments and associated operations for members, outside groups. Growth of events and community engagement opportunities is expected in order to grow the business.
  • Plan for/ oversee merchandise purchasing using good inventory controls. Base inventory on market trends to increase sales.
  • Plan for/ oversee snack bar and menu which includes inventory and quality control. Similarly, alcohol sales. Keeping proper inventories in order to maximize sales and profitability.
  • Works with city admin on marketing strategies and implements those strategies to attract new customers and retention of current members and guests.
  • Coordinate with city admin staff on all sales, receivables, payables per city policy. Maintain the POS system and follow all cash and credit card handling policies and ensure staff are properly trained.
  • Consistently ensures the golf course operations are being operated in accordance with city, state, and federal laws.
  • Other duties as assigned or needed.

Golf Grounds & Golf Shop

  • Orders all food, alcohol, supplies, merchandise, and other sale items needed to run the club house. Maintains good inventory controls and makes sure to provide the best selection possible within the constraints of the operating budget.
  • Maintains an attractive, orderly appearance in the club house.
  • Oversees daily, weekly and monthly grounds maintenance. Due to the size of the city operations the manager/ pro will need to personally mow, rake, and maintain golf course. In the winter months this will be the sole responsibility of the manager.

Golf Experience

  • Provide lessons for golf course members and guests.
  • Coordinate large number of groups and outside events.
  • Join the Echo Hills Men’s Club.
  • Designs and conducts golf clinics.
  • Designs and conducts junior golf clinics and training programs.
  • Works with school districts and golf teams. Provides opportunities for youth to grow their golfing skills and set up competitive events.
  • Plans social evenings and events to promote golf and fellowship among members and guests.
  • Maintains visible presence on the course during peak times of play.
  • Supervises golf play of all from first tee and maintains starting times according to course rules and regulations.
  • May at times need to ask players to leave the course if they willfully violate course rules and regulations.

Other Duties and Responsibilities

  • Coordinates the marketing and guest and member relations programs to promote Echo Hills Golf Course services and facilities to potential future members and guests.
  • Ensures the highest standards for food, beverages and entertainment and other services.
  • Works with the City Administrator to analyze financial statements, manage cash flow and ensure financial controls safeguards are in place. Regularly review income and const relative to management goals and take any necessary steps to correct any deficiencies.
  • Oversees seasonal and part time club house employees daily. Sets schedules and coordinates operation with the Public Works Director on grounds.
  • Participates and contributes time to local and regional organizations to maximize professional benefit to self and to staff. Attending conferences, workshops, and meetings to keep abreast of current information and developments in the field.
  • Participates in outside activities that are judged as appropriate and approved by the City Administrator to enhance the prestige of the golf course; broadens the scope of the golf course operation by fulfilling the public obligations of the club as a participating member of the community.

Education/ Experience/ Requirements

  • In good standing with PGA – or other golf associations is preferred.
  • Prefer a candidate with a proven track record of membership development and retention experience.
  • Preferred two or three years of experience in retail sales and related fields.
  • Required to have a background in marketing and a track record of growing an organization or golf club’s businesses to maximize profits and customer satisfaction.
  • Knowledge of golf products and services; buying, retail, promotion, merchandise/ marketing, and inventory management.
  • Requires working knowledge of computer programs: POS Systems, Microsoft Excel and Word. Additional financial program understanding is preferred.
  • A working knowledge of golf grounds maintenance and experience operating the different types of lawn care equipment preferred. Willingness to learn is key to success.

Organizational Relationships

The Echo Hill Municipal Golf Course is owned and operated by the City of Echo. The golf course Manager/ Professional reports to the City Administrator who oversees all city operations in Echo.

Echo Hills Golf Course Manager Benefits

  • Starting Salary Range – $46,000 – $52,000 with full benefits.
  • All lessons & tips are additional income for manager.
  • Health Insurance monthly premium covered by city – $1950.00.
  • City pays into a Health Savings Account (HSA) each year – $3000.00.
  • City Public Employee Retirement pickup is 29.93% – $15,080 estimated.
  • Other associated payroll cost to the city – $4000

Total estimated benefit cost to the city assuming salary is $52,000 is actually

$97,480.

If the successful candidate declines health benefits, then the salary range may be closer to $60,000 – $72,000 depending on experience.
